Like was already said to get this all started you have to consider all the
houses that are in the game already. And alot of these houses are multi
owned(more than one person has a key)
My suggestion is this, original owner gets reimbursed the amount it takes
to replace the house(Kinda like insurance with full coverage)
and do a house wipe!!
I will stand to lose 2 houses under this plan but I would like to see a
plan similar to yours
implemented.
As far as contents go ,I say put in bank or sell or stash with a
buddy, then be able to take key to,say the architect and trade for cash
value and rebuild your house.
Verifying true owners is the hard part but I am sure osi has a journal
much like my own that replays history in some form.
My reply : What about everyones possessions though?? Many of us including me are all horders and get as much as we can and cram it into our house. How are these possessions all going to be recovered? Perhaps making banks with unlimited capacity and the ability to recall while overloaded during the changeover process. And they will be reimbursed by what standard, todays market price or perhaps a deed?

I would like to address the 'who owns the old house' ownership problem. The fair way of determining who owns the house is
1. Check master keys
2. If 2 people own a key, whom are contesting ownership, determine whom used it more
regularly or if possible, if there is a log to who was in it first.
maybe even add a patch that will log the use of current houses to
determine whom the owner may be. I hope there can be a way of solving
This problem as many players have had their houses broken into and
Looted and may have had keys stolen from them.
My Reply : This is a good idea, hopefully master keys can be tracked though. I dont think a log will be possible though, the servers would suffer enormous lag trying to keep track of every house in the whole game.

Instead of directly spawning the master deeds in banks (which could lead to a sticky situation with 2 people having "master" deeds), make it so the next person to use the sign after the patch gets the master deed put in bank (if not a murderer) or on their person (if a murderer). Also, npc architects outght to buy master deeds at 1/2 the cost of a fresh deed, and keep purchase gold on their person (they never have any gold to buy even a tent with). That way people can clean up excess houses without a designated buyer, as overurbanization is a big problem.
My Reply: The problem with this is that many people have keys that arent masters, this means looters can claim a house. Perhaps if only the master key can be used on the sign, then this idea would work.

Now this is perhaps an unusual idea and perhaps impossible to actually
do, but i think there should be an option on that used deed thing that
allows the user to "set doors to vulnerable" or something. What i mean
is it would allow house doors to take damage and eventually break, thus
making guild warfare very interresting (sieges for example)
My Reply : But who would actually let their house become under siege?
